
Wendy Wolfe
CPA, CMMA
Wendy was born and raised in Brandon, MB and after graduating from Brandon University with a Bachelor of Arts (honours) degree, Wendy started her professional career at Kmart. While working in the accounting department, Wendy was offered the position of national field auditor and for several years travelled throughout Canada performing various types of compliance audits from Campbell River BC to St. John’s Nfld.

During this time, Wendy enrolled in the Certified General Accountants program and graduated with her CGA designation in 2004. She continued as a corporate auditor when the Hudson Bay Company purchased the Canadian Kmart chain.

Wendy moved to the municipal field in 2003 accepting the position of Manager of Accounting with the City of Selkirk. In her role, she oversaw the municipal administrative staff and was responsible for the general ledger and reconciliation to sub-ledgers as well as the preparation of monthly financial statements and other financial reports required by Council. Wendy continued to expand her knowledge by obtaining her certificate (with distinction) in Manitoba Municipal Administration (CMMA).

With extensive knowledge in municipal finance, Wendy transitioned to the Province accepting the Municipal Finance Officer position with Municipal Relations. In this role, Wendy provided guidance to municipal administration in the development and preparation of borrowing by-laws and special service by-laws and liaising with the Municipal Board, including preparation of financial reports and memos for review. In addition, Wendy assisted municipalities in other financial matters including advising on annual financial plans (budgets), supporting the implementation of new Public Sector Accounting Standards (PSAB), developing a new financial plan template for the 46 amalgamated municipalities and preparing and presenting several power-point presentations (in-person and virtual) on the borrowing process, tax tools, conflict of interest and pre- and post-election training.

Most recently, as a Municipal Services Officer, Wendy’s support to municipalities expanded to include advising on a wide range of topics on governance and administrative issues while continuing to provide assistance on financial matters. Topics included providing support in the development of by-laws and policies, identifying funding sources and taxing options for capital projects, interpreting legislation, and assisting with the processes and procedures to provide good governance to citizens.

Wendy brings a vast array of knowledge and skills in all facets of municipal administration; however, her passion remains municipal finance. Just prior to retiring from the province, Wendy developed a seven-part series of webinars on the financial plan template, providing in-depth information on the general, utility and capital budgets and step-by-step instruction on specific-topics including grazing leases, converted fees and operating deficit recovery.

Wendy is very excited to begin this new venture, Municipal Mentors, with two exceptionally, talented women who bring tremendous knowledge and understanding on municipal administration.
